How To Report Issues

See something at either 851 Bethel Church Road and 970 Elbehare Road that doesn’t look right to you?  Concerned that Food Processing Residual (FPR) waste has been deposited closer to your property than the DEP FRP Manual regulations allow?  Here is what to do:

  1. Download the East Coventry Township Violation/Complaint Form

  2. Take a photo (on your property or public property) of what doesn’t look right to you. Include identifiable landmarks if possible.

  3. Fill out the East Coventry Township Violation/Complaint Form (If you can only hear, but not see anything, just fill out the form.)

  4. Email the photo and the completed East Coventry Township Violation/Complaint Form to the East Coventry Township Manager Eugene Briggs at ebriggs@eastcoventry-pa.gov

  5. Repeat as necessary.

How to Report Possible Food Processing Residual (FPR) Waste Deposits Near Your Property

  1. Look up Table 8.11 Required Isolation Distances for Agricultural Utilization of FPRs in the DEP FRP Manual.

  2. Measure out the isolation distances on your property for your property lines, wells, occupied houses, etc. and estimate where the isolation distance ends on the properties owned by Nolts’ either by measuring outside on your property or online with Google Maps or ChescoViews.

  3. If you see anyone spreading/injecting/etc what you think could be FPR and it is inside (or close) to a listed Required Isolation Distance, take a picture. Include identifiable landmarks if possible.

  4. Email the photo the completed East Coventry Township Violation/Complaint Form to the East Coventry Township Manager Eugene Briggs at ebriggs@eastcoventry-pa.gov

  5. Repeat as necessary.

Notes from East Coventry Township:

  • Prior to the Township FPR Ordinance’s effective date, all complaints should be directed to PADEP (866-255-5158) with a copy to East Coventry Township Manager Eugene Briggs at ebriggs@eastcoventry-pa.gov

  • Photographs be submitted with the East Coventry Township Violation/Complaint Form should include identifiable landmarks that would allow the Township to determine without question that the fertilizer was applied within the minimum separation distances.
